This is because Wengen operates a no-car-entry policy, thus anyone going there will have to stop at Lauterbrnnen and complete the rest of the journey without a car. If you are traveling to Wengen - Wengen is a car free resort and there is no road access to the resort, so your Alpinbus taxi transfer will take you to the Lauterbrunnen and from here, you catch a train. The train departs Lauterbrunnen every 30 minutes during day time and the journey takes around 15 minutes.
